User Account Control (UAC). If you cannot turn it off via Control Panel > User Accounts.

Solution:

Start > Run > Regedit. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System. Change the Value data of EnableLUA to 0.
